As we known agular momentum of earth is conerved about sun while external force is acting on earth (force on earth by planet) can ecert torque on earth. Then how angular momentum is conserved.if anyone says agular mometum is not conserved then why rotational  speed of earth is not change

Rotational speed of earth does not change because angular momentum of earth due to spinning about its own axis is conserved.
 
Similarly revolution speed of earth about the sun does not change since orbital angular momentum of earth is conserved.
 
Earths revolution period about earth is constant and this constant value is 365 days 5 hours.
 
If the orbital angula momentum is not conserved, its revolution speed about sun will change and
will not give the constant revolution period 365 days 5 hours
