As the Sultan of the Delhi Sultanate, Muhammad Tughuq sought to implement many novel policies. However, due to certain shortcomings in matters of conceptualisation and implementation, many of those policies resulted in failures:
 

- In order to protect Delhi from the Mongol invaders, Muhammad Tughluq raised a large standing army. However, instead of constructing a new garrison town for the soldiers to reside in, he emptied the oldest of the four cities of Delhi (Dehli-i Kuhna) of its residents and housed the soldiers there. The residents of Dehli-i Kuhna were forced to migrate to the new capital of Daulatabad in South.

- Produce from the same area was collected as tax in order to provide for the expnses of feeding the troops. However, this did not cover the costs and Muhammad Tughluq had to levie additional taxes. This led to a lot of resentment since this was done at a time when the common populace was dealing with a famine.

- Tughluq initiated the practice of paying the soldiers in cash. He minted a 'token currency' made out of cheap metals. However, it did not find acceptance among the people. Instead, they saved their silver and gold coins and paid the taxes in the token currency. This currency was laso often counterfeited.

- Tughlaq's campaign into Kashmir turned out to be a failure and he had to disband his large army instead of attacking Transoxiana. Decisions like the shifting of subjects to Daulatabad, raising taxes, famine in the Ganga-Yamuna belt led to popular resentment and rebellion. The token currency too had to be recalled.
