No.Starch in water is considered to be a colloid. Generally, a colloid is a mixture that normally acts as a liquid and a solid simultaneously. It does contain two distinct phases which are a dispersed phase and a continuous phase.
True solution means one in which the components are 100 percent dissolved in the base solvent.
