  1. Composition: The Municipal Committee comprises of three wings:
    1. A General Body: The members of this Council are known as Councillors. They are elected by the adult citizens living within the Municipal area. The number of members depends on the population of the city. Seats are reserved for Scheduled Castes and Tribes and women as per the new NagarpalikaAct. There is also a provision for the election of Aldermen who are elected by the Councillors.
    2. The Chairperson: He is the Presiding Officer of the Municipal Committee. He is elected by the Councillors from among themselves. He enjoys vast powers.
    3. The Executive Officer and other Office Bearers: He looks after the day-to-day working of the Committee. He is elected by the State government and mostly belongs to the State Civil Services. The Municipal Committee consists of various departments - Health, Engineering, Taxation, etc - which are looked after by the senior and other officers.
  1. The functions of the Municipal Committee are divided into two categories: Obligatory and Discretionary.
    1. Obligatory: These functions include
    2. Public Health and Sanitation: It is responsible for maintaining hospitals and dispensaries, cleaning public lanes and preventing selling of rotten foods and adulterated milk.
    3. Electricity and Water Supply: It is the duty of the Municipality to provide safe drinking water and electricity for domestic and commercial use.
    4. Education and Sport: It has the responsibility of establishing primary and secondary schools. The Municipal Committee also provides facilities to young boys and girls to develop their attitude for sports.
    5. Public Works: It has to construct roads, shopping centres and community halls.
    6. Registration of Births and Deaths: The Municipal Committee maintains records of births and deaths in the city.
    7. Discretionary: These include activities such as establishing libraries and reading rooms, constructing stadiums and sport activities, organising fairs and exhibitions, providing transport and other facilities for people’s convenience.
