Why were the FCI granaries overflowing with foodgrains?

Buffer stock means a stock of food grains procured by the government to distribute in deficit areas and among the poor strata of society. The food corporations of India’s (FCI) food grains were overflowing in the granaries because
i. The public distribution system has failed to distribute food grains through the fair price shops.
ii. The actual stock maintained by the government is higher than the desired buffer stock
