Why did professor Terman encourage his students to set up companies near Stanford?

Professor Terman, known as the ‘Father of the Silicon Valley’, encouraged his students to set up companies near the Stanford University as he was disturbed by the fact that many of his students migrated to the East Coast due to the lack of job opportunities in the Valley.
