The rules laid down by the sangha were different for different people.
All men could join the sangha.
Children had to obtain the permission of their parents.
Slaves had to obtain the permission of their masters.
People who worked for the king had to obtain his permission.
Debtors had to obtain the permission of their creditors.
Women had to obtain the permission of their husbands.
