 what  is  meant  by  offering   in  the  context  of  shall?   what  are   the  difference  between promise  and  suggestion?

In the context of 'shall', when you use this word to make an offer, you are asking someone if you can do something for them.
 
Shall I make tea for you?
Shall I pick up your luggage?
 
A promise is something that you are sure you will do. 
I promise to complete this in an hour.
 
A suggestion is an advice given to someone.
