A boy planted a rose cutting in the soil. However, it did not strike roots and develop into a new plant, although all the conditions were favourable for the growth of the plant. What could be the reason for the absence of plant growth?

If all the conditions were favourable for the growth of the plant, then the stem cutting must not be having a bud. Therefore, the cutting did not strike roots and develop into a new plant.
