Louis XVI raised taxes in France because:
Wars were draining the treasury of France. France helped the thirteen American colonies to gain independence and this added to a debt. He needed money to expand the state bureaucracy. The king and his family was extravagantly spending on maintenance of the Papalce of Versailles and the royal court.
