Certain laws are inherently negative in their repercussions for the political process. Laws banning inidivdUals from particiapting in democracy and disabling them from taking advantage of government benifits act as negative reinforcement. Such legislations are not desirable in a liberal democracy. On the other hand, legislations like the Right to Infromation Act (RTI) encourage political actors to be more active in the political administration at the local and the national level. In this way, by incentivising participation, such legislations enrich the democratic institutions and process in the country.
