Expert Answer
9^m÷3^-2=9^4

Here we can re-write the terms of the Eqn as,
32m ÷ 3-2  = 32x4

Apply laws of exponents
32m - (-2) = 3
We will compare the exponents as bases are same.
2m + 2 = 8
2m + 2 - 2 = 8 - 2
2m = 6
m = 3
