The electric field E due to point charge at any point near it is defined as E=lim F/q q->0 q is the test charge and F is the force acting on it.what is thw significance of limq->o in the expression?

Even a nearly 0 charge will experience force when placed at the point in the electric field.From that concept this lim q->o will come.
