we know that, power =  ( Voltage)2 / resistance
In series, net resistance = 3R
Therefore (voltage)2 = power x resistance = (X) (3R) = 3XR
In parallel, net resistance = R/3
Therefore, power dissipated =  ( Voltage)2 / resistance = (3XR) / (R/3) = 9X
