In a small toy having a  toy having tyres where, the frictional force between the tyre and floor. This causes the  tyre to stop sliding and thus allows the tyre and hence the axle to rotate and it is connected to a coil spring in which mechanical energy is stored via rotating axle and hence the frictional force on the tyre
