Since the body is not moving even after applying force F, it implies that this force is not exceeding contact force.
 
Contact force is the resultant of normal force and friction force. 
 
if m is mass of body, themn normal force  N = m×g
if μ is the friction coefficient, then friction force = μ×N = μ×m×g 
 
hence resultant contact force = begin mathsize 12px style square root of open parentheses m g close parentheses squared plus open parentheses mu m g close parentheses squared end root space equals space m g space square root of 1 plus mu squared end root end style
hence applied force F is in the range as given by, begin mathsize 12px style m g space less or equal than space F space less or equal than space m g square root of 1 plus mu squared end root end style
