f"(x) - g"(x) = 0
On integrating we get
f'(x) - g'(x) = c
f'(1) - g'(1) = c
4 - 2 = c
c = 2
On integrating f(x) - g(x) = 2x + k
f(2) - g(2) = 4 + k
9 - 3 = 4 + k
k = 2
f(x) - g(x) = 2x + 2
At x = 3/2
f(x) - g(x) = 3 + 2 = 5
