Answer:
Since Cadmium was used for the reduction so according to question the reduced concentration of radicals should also be 80%.
 
So, [NO3-] = 0.8M   and   [H+] = 0.32M
 
So applying Nernst equation we have,

Ecell= 0.96 - 0.0591/3 Log{1/(0.8 × 0.32)}
 
After solving we get Ecell = 0.84V (option a)
