Answer:

According to Hardly-Schulze rule for negatively charged sol, positively charged ion with higher oxidation state is a better coagulating agent.
 
As we have been given, 
AlCl3 → Al3+
NaCl→ Na+
 
AlCl3 forms Al3+ ion and NaCl forms Na+ ion, hence  AlCl3 is a better coagulating agent.
