Ans1) Instantaneous axis of rotation is that axis of rotation from where the motion of a body can be said as purely rotational. It occurs for an instant and at that instant, all point of the body can be said to be in rotational motion about that axis. This axis need not be on the body it can also be outside the body. Like the point in the picture.
 
 
 
Ans2) MOI doesn't depend on speed. rotational speed depends on MOI. The more the MOI of the body, the more it will harder for the body to rotate.
