f(x) = ax2 + bx + 6 = 0
Accorrding to the question 
Either f(x) ≥ 0 if a > 0

Or f(x) ≤ 0 if a < 0
 
f(0) = 6 > 0- hence a > 0
 
f(3) = 9a + 3b + 6 ≥ 0 
 
3(3a + b) + 6 ≥ 0
3(3a + b) ≥ -6
3a + b ≥ -2
Hence, minimum value of 3a + b is -2.
