A particular region of the world may keep reporting a low or high of rate human development depending upon the availability and access of resources to people in the region and the availability of health and education facilities. It is important to note that size of the territory and per capita income are not directly related to human development. Availability of health and education facilities also determine the human development. For example, Kerala performs much better than Punjab and Gujarat in human development despite having lower per capita income.
