Proportionality refers to that the the elements of the 2 rows or columns are multiple of one another. 
 
So, in the given matrix, the elements of the first column can be obtained by multiplying the 3rd column with 6. And hence, the first and third column are proportional to one another. So, the value of determinant of this matrix would be equal to 0.
