I assume the distance r is as shown in the above figure.
 
Electric field normal to surface, En = E×cosθ = r×E0×(R/r) = E0×R
 
Since normal field is constant, flux through the surface is simply the product of surface area and normal field.
 
Total flux through the surface = (2πRH)×(E0×R) = 2E0πR2H
