Answer:
While paddling you need to accelerate your cycle so rear wheel accelerate you in the direction of desire motio and only friction force can provide this acceleration. So in real wheel friction will act in forward direction.
While when someone is not paddling then this friction will decelerate that cycle so it will act in opposite to the direction of motion.
But in front wheel fructfri is always in opposite direction because it can only decelerate your cycle.
