It seems like by glasses you mean swimming goggles.
Refractive index of water and cornea of eye almost same value. Light undergoes maximum refraction at the cornea.
since the refractive index of cornea and water are almost same there would be no
refraction and light won't be focused on the retina, which results in a blurred image.
With swimming goggles on, there is an air gap between eye and water which allows the necessary refraction to focus light on the retina.
Hence, it is easy to seen with goggles under the water
