The given circuit is redrawn as shown in figure by replacing the equivalent resistance of series and parallel combinatins. Capacitor is charged using the potential diffrence (2/3)E through the resistance 2R as shown in figure. 
Energy stored in capacitor at steady state is (1/2)CV2, where V is the potential diffrence across capacitor. Hence Energy stored (1/2)C [ (2/3)E ]2 = (4/18)CE2
