If the area of one plate is doubled, and that of other plate is reduced to half, then the electrical capacitance is reduced to half since the effective area is reduced to half.

Answer:
Capacitance C = εoA/d , where A is area of plate and d is separation distance.
When Area of one plate is halved, then effective area becomes A/2.
 
Neglecting fringe effects, (ie electrical field direction is not exactly perpendicular at the edges of plate),
since Capacitance is directly proportional to area of plate,
capacitance is reduced to half of its original value, when one of the plate area is halved.
