Answer:
Let DT be the final diameter of the hole in steel plate after heating, Do be the initial diameter,
α is the linear thermal expansion coefficient of steel and ΔT is the increase in temperature, then we have
 
DT = Do ( 1 + α ΔT )    or  ΔT =  ( DT - Do )/ ( α Do)  = 3×10-4 / ( 13×10-6 × 0.9997 ) = 23°C
 
Required rise in temperature is 23° C
