Aadi3000, I did not notice that the option were " smaller and larger normal force". I missed the word normal.
See if you are standing straight the normal force is maximum and the person will not slip. When the foot is at an angle, the force can be resolved into two components, one horizontal and the other verical.
If the horizontal component of force increases the chances of slipping will increase. So in taking small steps the normal component of force remains large and horizontal component is kept minimum.
So the correct option will be (c).
