The required formula to be used to solve this question is  " θ - θ0 = ω0 t + (1/2)α t" ,
where θ and θo are final and initial angular displacement respectively. 
ωo is initial angular speed of rotation, α is angular acceleration and t is time duration.
 
since the wheel stars from rest, ωo = 0  and  we are given that ( θ - θ0 ) =  50×2π;
 
50×2π = (1/2)×α×4 , or α = 50π
 
we get angular speed of rotation after 2 s, using the formula  " ω = ωo + α t ",  
ω = 50π×2 = 100π radians / s
 
 angular displacement for next 2 seconds :- θ - θ0  = 100π×2 + (1/2)×50π×4 = 300π
 
number of rotations = 300π/(2π) = 150
