Let us assume +ve X-axis is towards East and +ve Y-axis is towards North.
 
Boat velocity = 4 m/s towards east  = 4i ;
 
velocity of river = 2 m/s towards North = 2j ;
 
velocity of wind = 6 m/s towards North = 6J ;
 
sum of all velocity vectors = 4 i + 8 j
 
direction of this vector 4 i + 8 j is tan-1 (8/4) = 63º with X-axis
 
Hence direction of flag blown is 27º East of North
