The Power of the bulb means the power required by the bulb to function at its best capacity.
Therefore, high power bulb will require more current for consumption.
And the bulb with less power requires less current for consumption.
So going by the feasibility of the bulbs to perform best, the bulb which requires comparatively less to perform best will glow in this case.
Hence 40W bulb will glow brighter in series connection.

Since both bulbs are rated at the same voltage, we can say that resistance of each bulb is inversely proportional to its rated power. Therefore
R (40W bulb) > R (60W bulb) and then the bulb with higher power dissipation glows more,
