Why don't Haloalkanes form Hydrogen Bonds with Water?

Haloalkanes are not able to form hydrogen bonds with water and, even though they are polar in nature, they are practically insoluble in water. To overcome the energy required to break the hydrogen bond present in water, haloalkanes need high amount of energy, which is practically not possible.
