Inductive effect arises in the molecule when some atom or group of different electronegativity is attached to the carbon chain . As a result the electron pairs of the chain get displaced either towards it or towards the substituent gruop, if its more electronegative than carbon. If the atom or group is attached to the carbon atom chain is called electron releasing or +I effect.
