Resistivity and resistance of a conductor are two diff. things. Resistance is the opposition to the flow of electrons (i.e., electrical current). Every substance has a certain amount of resistance. Resistance is measured in Ohms.

Resistivity is defined as the measure of the resistance a material imposes on current flow.   
if there is no resistance in the conductor, then it is called superconductor. superconductors do not exit at normal temperature.
superconductors will not glow as there is no heat loss across them.
