is it possible to have a situation in which differentiation of velocty vector w.r.t time is not equal to 0 but differentiation of magnitude of velocity vector is equal to zero?

YEs in case of uniform circular motion, the magnitude of velocity remains same but the velocity changes due to the changing direction.
