How to determine the oxidizing power of different acids and their strengths ? For eg. How to determine which acid is stronger - perchloric acid or hypochlorous acid and which of these is a stronger oxidizing agent? Is there any general rule to determine oxidizing power and acid strength of oxyacids of any element?

Solution for your second query:
 
Perchloric acid is strong oxidising agent than hypochlorous acid as it contains more number of oxygen atoms attached to chlorine atom.
