There can be many examples when you apply a push or a pull but the shape or size of the object may not change.
Ex1- Try to push a wall with both of your hands. In this case you are applying a push, but as a result of your push, the size of the wall is not changing
Ex2- When you apply push or pull to a door to open it or close it. In this case also, the size of the door remains fixed when the push or pull is acting

Therefore, by applying the force at the diameter, the perpendicular distance increases and due to this, the moment of force also increases. therefore, by applying minimum effort, the wheel can be raised.
