Substances through which current can flow are called conductors.
Conductors have plenty of free electrons that move in random directions when not connected to any external source of electricity.
When the ends of a conductor is connected to an external source of electricity, then an electric force acts on the electrons in the conductor and the electrons (negatively charged) start moving from the negative end to the positive end of the conductor. This flow of electrons constistues the electric current in the conductor. This is how current is developed in a conductor.
