can the velocity of an object be negative ?

Yes.
suppose a balloon is rising up with a certain speed and  a ball is dropped from it.
At that point of time the initial velocity of the ball will be negative ie, the ball will move in down ward direction but its velocity will be in upward direction and negative,.
