Atoms are electrically neutral, but when they form molecules or element, how come they become net positively or negatively charged?

Elements are electrically neutral.These are groups of same kind of atoms.

   A molecule is an electrically neutral group of two or more atoms held together by covalent chemical bonds.Ions are distinguished from molecules by their electrical charge.Ion is the specific case of molecule. 

Atoms acquire positive or negative charge by donating or accepting electrons respectively.
