Will velocity of light change with person holding source of light?

The velocity of light will change with person holding the source of light if the person is moving relative to the other. If a person is stationary and if another person is moving, then the speed of light will be different for both the persons.
 
However, we shoud note that the velocity of light cannot exceed its limit of 3 × 108 m/s.

According to relative velocity formula we know that when two bodies move towards each other the relative velocity is equal to the sum of two velocities. Then why in calculating upstream where the direction of velocity of stream is against the direction of velocity of boat in still water we subtract the former from the latter even when they are opposite to each other?
