Will velocity of light change with person holding source of light?

Expert Answer
The velocity of light will change with person holding the source of light if the person is moving relative to the other. If a person is stationary and if another person is moving, then the speed of light will be different for both the persons.
However, we shoud note that the velocity of light cannot exceed its limit of 3 × 108 m/s.
