Why were people reluctant to buycott council elections.

Some people within the Congress were reluctant to boycott the Council elections because they though that boycotting the elections will deprive them of an opportunity to get elected to the Councils. They were of the opinion that they would be able to acheive the goal of the INC while within the government rather than outside.
