Why water waves is said  to be a combination of both transverse and longitudinal waves

The particles of water are bound by gravity and surface tension. So, the particles of water travel in forward direction exhibiting longitudinal behaviour and also in up-down direction exhibiting transverse behaviour. Hence, water wave is said to be a combination of transverse and longitudinal waves.
The particles of water when disturbed oscillate in up-down direction and also possess slight forward motion forming a circular motion. This indicates that it exhibits both transverse and longitudinal behaviour.
