Why water in a breaker rises up if we place a finger and it does not when sugar is mixed even though the particles have space between them

When we put our finger in water, the finger experiences an upward force (the buoyant force) equal to the weight of the displaced liquid. The displaced liquid is that volume of liquid equal to the volume of the body below the water surface.
And When we dissolve sugar in water,the particles of sugar get into the spaces between particles of water.
