The failure of the five year plans were due to the following reasons:
1. Alleviation of Poverty was the central theme of planning, however in India majority of the population live below the poverty line.
2. High rate of inflation was another reason. The first plan was the only exception when the price level was in control in all other plans prices recorded was very high.
3. While more and more opportunities for employment was guaranteed, yet unemployment level was very high.
4. Equity was one of the goals of the plans however due to the widening economic and social inequality, the government was compelled to offer reservations in jobs to the weaker sections so as to provide them equal opportunities.
In short, due to the inefficient administration, lack of enforcement and ineffective implementation many targets that were set under the plan could not be achieved thus resulting in the shortcomings of planning.
