First let's definethe terms rest and motion
Rest: When the object is stationary with time or respect to the refrence point then the object is said to be at rest.
Motion: When the object is changing its position with time or with respect to the reference point.
Now lets understand why these terms are called relative with the help of an example
A person sitting in the moving bus is considered to be in motion with respect to the persion standing outside the bus whereas it is at rest with the passenger sitting besides him.
