why the solar cell is unbiased wheras the photodiode is biased?

photo-diode used in electric/ electronic circuit is acting like a switch.
Under normal operation it is reverse biased so that it is not conducting.
When light/photon falls on the photo diode, electrons are released in the photodiode and
giving rise to conduction of current in the circuit.
 
But solar cell is acting like a power source and delivers electrical power to the electric/electronic circuit.
Hence it is forward biased so that it delivers current to the connected load
