Why the Magnetic declination is denoted by (which is variable) infact we know that the angle between Magnetic and Geographical meridian is always 11 (degree) ?

The magnetic declination is not constant. The angle between the magnetic and geographic meridian is called the magnetic declination.
It changes from one surface to another surface on Earth and with time.
It however remains the same at one place over a certain period of time.
Hence, it is not a constant and can be denoted by θ.
